MIC had collected public opinions on a draft Circular amending and supplementing Circular No. 04/2023/TT-BTTTT until January 27, 2024. As the public consultation was finished, the ministry recently held a meeting with stakeholders to share the comments on the draft and the consultation.

The main changes from the draft and the meeting are as follows:

1.Update & synchronize 4 new QCVNs issued in 2023

  • According to the meeting, QCVN 110:2023/BTTT, QCVN 111:2023/BTTTT, QCVN 55:2023/BTTTT are expected to be allowed to be applied for certificate earlier than the date on the draft – May 15, 2024.

(Note: QCVN 117:2023/BTTTT has been allowed for certification from February 15, 2024)

2. QCVN regulations

Technical Regulations required for certification are changed considering below points:

  • Apply QCVN requirements corresponding to the laboratory capacity according to current practice;
  • Restore the application of QCVN from 04/2023/TT-BTTTT that has been discontinued according to 10/2023/TT-BTTTT, which has sufficient testing capacity; and
  • Apply general standards.

(#1) For QCVN 53:2017/BTTTT: requirements for antennas and technical requirements under severe/
critical conditions do not apply.

  • According to the original draft, except QCVNs mentioned above, the technical requirements discontinued by 10/2023/TT-BTTT (such as requirements in extreme conditions of QCVN 122:2020/BTTTT) had been planned to stop suspending application of the QCVN.

According to the meeting, however, testing under extreme conditions shall be suspended again for most products until May 30, 2025, except Access Points.

3. Some other regulations from the draft

  • 5G mobile information network mobile phone equipment must meet technical regulations for frequency bands n77, n78 and other sets. Combined frequency bands relate to bands n77 and n78 according to the Circular of the Minister of Information and Communications planning frequency bands for 5G mobile information systems (IMT-2020).
  • The test results of the chassis (chassis/platform) can be used to declare conformity for television sets that use that chassis.

4. Some other points from the meeting

  • The certificate issued according to 02/2022/TT-BTTTT will be valid until its expiry date stated on the certificate, which means that additional testing for n77 & n78 are not required for 5G or VoLTE.
  • Test reports of RF modules are still not acceptable for certification of host device.

The final version of the new Circular is expected to be issued by April 2024.
