Communication approval
Telecommunications equipment in the NBTC-approved scope, which is Thailand’s independent state telecommunications regulator, is divided into three procedures:
– Class A requires registration. Class A equipment is telecommunications equipment that the supplier must demonstrate suitability for by testing against specified technical standards or technical requirements. The procedure is performed by a laboratory designated by the NBTC and the equipment must be registered with the NBTC office. This class includes certain land mobile radio communications equipment, satellite communications equipment, and some RFID equipment.
– Class B requires authentication. Class B equipment is telecommunications equipment that the supplier must demonstrate suitability for by testing against specified technical standards or technical requirements. The procedure is performed by an NBTC-designated laboratory and must be certified by the NBTC office. This class includes cellular radio equipment, broadband radio access equipment, amateur radio communications equipment, certain land mobile radio communications equipment, and maritime radio communications equipment (including digital television and Internet set-top boxes).
– SDoC. If the NBTC has specified a technical standard or technical requirement for the equipment but does not require the registration or certification of that equipment, the supplier shall comply with the applicable standard or technical requirements using the Supplier Declaration of Conformity (SDoC) form. You are obliged to provide written confirmation.
To handle these three classes, the importer must also obtain an NBTC Seller License and an NBTC 4-digit Supplier Code.
The supplier is obligated to (1) label the telecommunications equipment and (2) mark the conformity mark of the NBTC through (2) the compliance sentence and (3) the QR code and label notice for the radio. All labels must be purchased from NBTC and cannot be self-printed.
Labeling Requirements
1. Labeling
Example label for class A equipment:
Where YYYYYY is the registration number (6 digits).
ZZ is the registration year (last two digits of the year)
XXXX is the vendor code (4 digits)
Example label for class B equipment:
AAAAAA is your certification number (6 digits).
BB is the certification year (the last two digits of the year).
XXXX is the vendor code (4 digits)
Labels should be affixed to the equipment and should be easy to read, conspicuous and not easy to remove. If the equipment cannot be properly labeled (for example, the size of the equipment is too small), the label (for example, package or user manual) provided with the equipment should be labeled.
2. Compliance Statement
The supplier is obliged to provide a compliance statement (NBTC technical standard or statement of compliance with technical requirements) in the user manual, package or packaging of the product screen or in an additional sheet inside the electronic display (required for Class A and Class B) For SDoC, we recommend using the following text to indicate:

Warning on human health safety

Translation: This radio communication equipment has a specific absorption rate (SAR) ___ W / kg in relation to the equipment, which complies with the safety standards for the use of radio communication equipment for human health published by the National Telecommunications Commission.
3. Electronic labeling (QR code + label notice)
Beginning March 6, 2019, all importers / distributors selling wireless communications equipment will be required to affix these labels when importing products into Thailand, and e-labels are issued to local suppliers and are valid for three years.
There are two types of label notifications.
Label notices for equipment requiring user licenses (e.g. UHF products, walkie-talkie products)
Translation: Anyone who owns or uses this wireless communication equipment or installs a wireless communication station must obtain a license from the license manager. Violation of Articles 6 or 11 will result in an individual being penalized pursuant to Article 23 of BE 2498 of the Radio Law, including fines of up to 100,000 baht, imprisonment of up to 5 years, or both.
Label notifications for equipment that is exempt from licensing (e.g., WWAN, WLAN, NFC, WLAN, Bluetooth, WiGig)
Translation: This radio communication equipment does not own a license, user license or radio communication station license under the NBTC notice regarding radio communication equipment, and the radio communication act is exempted from licensing under BE2498.
The QR code label with notice must be printed on the instruction manual indicated on the package or provided as an additional sheet in the package. The size is specified as 5cmx5cm.
Safety approval
TISI develops mandatory and voluntary Thai Industry Standards (TIS). Product certification schemes require products to meet appropriate standards, but manufacturers must improve their quality assurance systems, maintain product and standards compliance, and go through product certification procedures.
TISI’s product certification system consists of two types with different certification marks.

Energy efficiency approval
The organizations involved in energy saving in Thailand are:
– Department of Energy (MOEN)
– Electricity producer Thailand (EGAT)
– Alternative Energy Development and Efficiency (DEDE)
– Energy Policy and Planning Office (NEPO)
– Thai Industrial Standards Association (TISI)
– Institute of Electrical and Electronics Engineers (EEI)
– Thailand Institute of Environment (TEI)
Implementation of the Thailand Energy Performance Standards Program (TIS Standards) The DEDE is regulated by TISI under the Ministry of Industry, and recently the required Minimum Energy Performance Standards (MEPS) have been implemented for certain products.
The Energy Label №5 project is operated by EGAT of Thailand’s electricity producer, which is integrated into the DSM program. EGA requires applicants to show TISI licenses for each product prior to receiving Energy Label № 5 from EGA, which will ensure that the product complies with TISI mandatory standards for sale in Thailand.
