General of Foreign Trade of India has issued the Notification No. 23/2023, which amends import policy of items under HSN 8471 of Chapter 84.
According to the notification, Import of Laptops, Tablets, All-in-one Personal Computers, and Ultra small form factor Computers and Servers falling under HSN 8471 (hereinafter 8471 products) shall be ‘Restricted’ and their import would be allowed against a valid License for Restricted Imports.
The exemptions of the Import Licensing Requirements are as follows:
- Import of only 1 item except Servers per consignment.
- Up to 20 such items per consignment for the purpose of R&D, Testing, Benchmarking and Evaluation, repair and re-export, Product Development purposes.
- 8471 products which are an essential part of a Capital Good
- Re-import of such items repaired abroad
The list of the items under HSN 8471 covered by the notification is as follows:
General of Foreign Trade also has issued the notification No. 26/2023 to inform the effective date of the Notification No. 23/2023 – 1 November 2023.
Therefore, import consignments could be cleared till 31 October 2023 without a License for Restricted Imports. For clearance of import consignments with effect from 1 November 2023, a valid License for Restricted Imports is required.
